The Mediterranean Union

When the French President, Nicolas Sarkozy, proposed a few months ago the creationof a Mediterranean Union, open only to the countries bordering the Mare Nostrum,the majority of the community partners hosted without excessive enthusiasm theFrench initiative for several reasons. Firstly, because porque la estructura the structuredesigned by Sarkozy prevented the participation of all the Member States of the EU inthe dialogue with the countries of the South. Secondly, because porque parecia itseemed obvious that Turkey, country called to carry out the leadership of the southernbank group, did not seem very prone to be devised by the current occupant of the Elysee Palace. 


 In fact, the Ankara Government made it very clear that his ambitionswere completely different: it was the integration of the Ottoman country in theEuropean Union.

For some time, France is developing its own Mediterranean policy, a project moreambitious and better structured than the hitherto zigzagging Community strategy. Thelack of a common foreign policy or framework agreements on the position of the EUtowards the problems of the Mediterranean, have led to a deep malaise in the bosomof the French political class, little willing to play the trump card of improvisation in anarea that many consider the "backyard" of the old continent. Several Frenchpoliticians--such as François Mitterrand and Jacques Chirac--considered that France, acountry that had for centuries led the diplomatic initiatives of the Christian Westagainst the Sublime Porte, could not give up its role in this region. And this, despitethe disastrous consequences of a more recent colonial presence, that left openwounds in Middle East - Syria, Lebanon - and North Africa - Algeria, Tunisia, etc.

But Nicolas Sarkozy's initiative, little or nothing has to do with the paternalist andchauvinist approach of his predecessors. In fact, who there are estimates that theprimitive Mediterranean Union project is born from the frustration of some Parisian,little compliant politicians with the "Barcelona process", i.e. with the dynamics of theEuro-Mediterranean initiative of the EU. Remember that Barcelona has always beenthe constant thorn in the heart of the Quai d'Orsay officials, upset by the prominenceacquired by the Catalan city in the past three decades.
